The Tale of Two Bad Mice was written whilst Beatrix Potter was on holiday in Hastings, towards the end of 1903. Leslie Linder noted, "It was during the preparation of this book that Beatrix Potter and Norman Warne came to know each other well. They co-operated in a way that had not been possible during the writing of earlier books." Warne sent Beatrix Potter tiny dolls to draw from, which led to more informal discussions, revealed in their letters.
